First British governor of Nova Scotia, 1710-1712, 1715-1717. Vetch, a Scotsman by birth, came to America in 1699 and settled first in New York, later removing to Boston. After some years in border trade, Vetch offered his plan of conquest to a Whig Ministry which empowered him to carry it out.
